November 13th 2017 Membership Meeting:
President Robinson brought the meeting to order. Secretary/Treasurer Curtis read the list of condolences, new members and the Executive Board minutes. The minutes were amended and approved. Sharon Curtis reported on the yearly rebates for stewards who have attended 5 meetings.
Darcy Wood spoke on legislative issues including the elimination of the Affordable Care Act and the proposed Tax Reform legislation. She also encouraged all to register to vote so our voices can be heard. There was a new bill passed, HR3031, which gives more flexibility to owners of their TSP accounts. She also spoke on a bill introduced by Elizabeth Warren, to repeal the authority under the National Labor Relations Act for States to enact laws prohibiting agreements requiring membership in a labor organization as a condition of employment, and for other purposes. She also reported on NAFTA and we want “fair trade” not “free trade”. She also reported on state issues including the passing of the new KCI airport, right to work on the November ballot and the Jobs with Justice annual Scrooge of the Year fundraiser. Toys for tots will be picked up on December 11th, 2017.
Jerry Stanley reported for maintenance on attendance issues and grievance filing for discipline due to attendance. He also reported on the “in service” register.
Bryan Garrett reported for the Motor Vehicle Craft on processes to get our work back, uniform allowances and holiday drafting procedures. He also stated it was open season and all employees need to review their health care. He also reported on new trucks being leased, sitting and not being utilized at the MDO. He also reported on the shortage of equipment and the posting of two positions in the VMF craft. The positions are Vehicle Operational assistant and a scheduler examiner. He also stated there were overtime bypass and annual leave bids issues.
Sharon Al-Uqdah reported she has certified two new stewards, one on tour 3 and one for stations and branches. She reported on the massive excessing/reposting and in section bidding. Management is proposing 91 employees to be excessed outside the installation with most of the excessing at Stations and Branches. She emphasized that we must file grievances when carriers or Management performs our work. It is crucial when we are fighting to keep the positions we must file a grievance each and every time someone other than our craft performs our work. The Union is performing MDAT or maximization grievances. This programs outlines the positions that should be posted. She also reported on the Holiday posting and that an additional 50% premium is paid for violation on a timely posting. December 2nd begins penalty overtime exclusion. She also stated the new Christmas help are HCA’s or Holiday Clerk Assistants. These maybe PSE’s or retired Postal workers. She also stated that a lot of senior employees are being bumped and are choosing to retire. She also stated that the Local has no jurisdiction over the new Human Resource positions. This is a National grievance settlement and will be enforced by Nationals.
Tom Robison reported on the Toys for Tots box is located in the upper break room at Stamp Fulfillment Services. Management continues to revert positions when they become vacant. SFS has reverted over 30 positions in the past two years. Reversion is hard to fight because there is no justification to keep the positions. There has been little overtime and no PSE’s are being utilized. He also stated that Management is arbitrarily putting employees on “Deems Desirable”. This practice has been won in arbitration and Management must utilize the “Restrictive Sick Leave” policy when asking for documentation. The Union will ask for mileage and co-pay as a remedy when filing the grievance for violation of Article 19. He also stated that Management is forcing employees to use their AL when late or if they have exhausted their SL. Please remember this is your leave and you do not have to use your AL but may use LWOP. He also spoke on recertification for FMLA covered absences.
P.O.W.E.R. Reported $900.00 was donated to Breast Cancer Research from the T-shirt sales. Francine Bellard won $331.00 from proceeds of the 50/50 drawing. Other winners included Latonda Pierce, Shelia Elsberry, Rosalie Gonzales and Kenneth Harris.
President Robinson spoke on the current LMOU and why the Union disagreed with the language. She also reported on the excessing meeting with Regional Coordinator, Sharyn Stone, NBA Dan Skemp and clerk craft director and herself. Management wants to reduce staffing period. It is vital to report all crossing craft violations. This is an all-out attack on our jobs. Please contact your legislator and voice your concerns.
Old Business: Jerry Stanley removed his motion from the Executive Board minutes because the issue has already been resolved.
